The book states this insignia is used by the Zbor narodne garde Republike Hrvatske (ZNG RH)—National Guard Corps of the Republic of Croatia. The Croatian Army's website shows the insignia on a trooper in http://www.osrh.hr/data/gallery02_en.asp (image). The design in full can be verified at http://www.croatianforces.org.uk (image).

The remuneration shall be the revenue of the budget, and shall be used for improving the creativity in the field concerned.

Translations of official texts in the domain of legislation, administration and judiciary, shall be protected, unless made for the purpose of officially informing the public and are disclosed as such.

This work is in the public domain in the U.S. because it is an edict of a government, local or foreign. See § 313.6(C)(2) of the Compendium of U.S. Copyright Office Practices, 3rd ed. 2014 (Compendium (Third)). Such documents include "legislative enactments, judicial decisions, administrative rulings, public ordinances, or similar types of official legal materials."
